A new free app by Vonage offers users cheap international calling over both Wi-Fi and 3G. The app, called Time to Call, even offers early adopters a free 15 minutes to try out the app before paying for calls. Even after the initial free minutes, the rates for making international calls are very cheap, at a maximum of only $1.99 for 15 minutes (billed directly through iTunes) with calls to 100 countries.
